Wall Street futures bounced, and the question of who pays for AI moved to bonds. The Philadelphia semiconductor index fell 11.4% last week. Its eight straight daily declines were its longest losing streak since 2008.

Oil fell on its first trade after a weekend of attacks and threats.
Washington says Gulf crude is back near 80% of normal. Fuel shipments are not. Energy Secretary Chris Wright said Gulf oil flows had recovered to about 80% of prewar levels. The Energy Department has not published that figure.
The International Energy Agency's estimate is lower. It put September Gulf exports at about 13.9 million barrels a day, or three-quarters of prewar volumes. It put refined-product flows at about half.
Brent was near $108 at 8:56 a.m., down about 1.4%. Iran's Revolutionary Guard said a third tanker had struck a mine since Friday. Britain's maritime agency had logged none of the three.
Putin wants a three-way summit on Ukraine. The Russia sanctions waiver may now have a deadline. Putin proposed meeting Trump and Xi Jinping at next month's APEC summit in Shenzhen, The Wall Street Journal reported. The Kremlin said the idea is being discussed. Trump has not agreed.
Trump waived the Graham Act's new Russia sanctions and tariffs on Friday. Cabinet officials have cited a 60-day review. "The only thing that has been lifted is the diesel embargo," Treasury Secretary Scott Bessent said Sunday.
More Crude, Less Fuel
Crude flows are closer to normal than fuel flows, by Wright's account and the IEA's estimate. A November summit would fall inside the waiver's 60-day review.
China grew faster than forecast, and the two prediction markets on Brazil's race split around a debate.
China beat on growth by selling more, not by buying more at home. The economy grew 4.5% from a year earlier in the third quarter, above the 4.4% median in a Reuters poll.
Goods trade rose 18.8% in the first nine months. Fixed-asset investment fell 7.2% over the same stretch, and September retail sales rose 1.1%.
The 10-year Treasury yield closed Friday at 5.09%, according to Treasury data. Fed officials are in their quiet period before the Oct. 27 to 28 meeting.
Brazil's debate ended without a winner. Its two prediction markets moved in opposite directions. The runoff is Oct. 25. Kalshi's contract on a Flávio Bolsonaro win traded at 81 cents during Sunday's debate. It traded at 79 cents this morning.
Polymarket's contract fell from about 80 cents Sunday afternoon. It was near 77 cents ahead of the equities market opn. Most recent polls show leads within the margin of error.
Exports Up, Venues Apart
China's beat came from trade, not shoppers. Both venues still price Flávio Bolsonaro as the favorite, at different odds.

Debt on Oracle's New Mexico AI campus has traded near 80 cents. Project Jupiter carries roughly $18 billion of debt. Some of it recently sold near that price, The New York Times reported. In September it was quoted at 89 to 91 cents, the Financial Times reported.
The campus, leased by Oracle (ORCL), has buildings near completion but no power. A hearing on its power permit now starts Dec. 7.
Microsoft exits Nscale's Essex site after grid power was pushed to the 2030s. Microsoft (MSFT) ended its agreement for the Loughton site, The Telegraph reported Sunday.
Grid officials told Nscale not to expect power there until the 2030s. Nscale, which filed for a U.S. listing last month, said its other contracts are unaffected.
Power Before Payment
Neither site has power. One project's lenders took a lower price, and the other project lost its customer.

The token launched on Coinbase's Base network last November. Unlike a stablecoin, it is a claim on a bank deposit. JPMorgan's tokenized money-market funds already run on Ethereum.
Bitcoin erased Sunday's slide overnight, rising with Nasdaq futures. From a low of about $80,565 at 4 p.m. Sunday, it rose to about $83,060 around 3 a.m. Most of the climb came after stock futures reopened at 6 p.m.
Separately, wallets that the tracker Lookonchain links to MARA Holdings (MARA) moved 1,000 bitcoin. The coins went to the Binance and Gate exchanges over five days. A transfer is not a sale, and MARA has not commented.
Bank Money, Borrowed Momentum
JPMorgan's token is headed for the chain where its tokenized funds run. Most of bitcoin's overnight climb came after the stock futures reopen.
