Intercontinental Exchange signed a deal to operate a regulated U.S. market for Trade[XYZ]'s perpetual futures, which run on the Hyperliquid blockchain, and is investing in the company. Regulators still have to approve it. ICE shares rose 5.6%.

The company that owns the New York Stock Exchange has agreed to rent the engine of a decentralized exchange.

Intercontinental Exchange said on Thursday it signed a "definitive agreement to bring Trade[XYZ]'s perpetual markets onshore in the United States, subject to regulatory approvals." ICE will be "the exclusive operator of Trade[XYZ]'s regulated markets" and "intends to establish a new, dedicated, regulated retail market and clearing structure," which will operate separately from its institutional futures and clearing business. ICE is also making a strategic investment in Trade[XYZ]. The size of the investment was not disclosed.

Perpetual futures are derivatives with no expiry date, the most heavily traded product in crypto, and are largely offered by exchanges outside the United States. Trade[XYZ] runs such markets for non-U.S. users around the clock on equities, indexes, commodities and currencies, built on Hyperliquid. Trade[XYZ] says it has handled more than $650 billion of volume in just over a year.

Who does what

The structure splits the roles. Hyperliquid provides the infrastructure through its HIP-3 framework, Trade[XYZ] designs the markets, and ICE would run the regulated market and clearing. The U.S. version would include identity and anti-money-laundering checks, as well as "approvals needed to support leveraged trading," and would be distributed through brokers including ICE's joint venture with OKX. Hyperliquid said its "existing trade[XYZ] HIP-3 markets will remain unchanged."

No launch date has been announced, and the Commodity Futures Trading Commission has not said it has approved anything.

It is the second regulated U.S. route for Hyperliquid-based markets in a matter of weeks. Kraken's parent, Payward, said in September that it intends for Bitnomial, a CFTC-regulated exchange and clearinghouse, to be the first regulated deployer of Hyperliquid's markets, and Hyperliquid reiterated its support on Oct. 26.

The market response

HYPE, Hyperliquid's token, rose about 16% to about $93.30 in early afternoon after the announcement, with a high of about $96.30. Its record is about $98, set in September. ICE rose about 5.6% to about $164.60. Hyperliquid Strategies, which trades under the ticker PURR, rose about 19.5%. Bitwise's Hyperliquid ETF, which began trading in May, rose about 15% on about $52 million of volume.

Who captures the value?

The deal clearly matters for ICE, putting it in competition with Coinbase, CME Group and Kraken for that business. Whether it matters as much for HYPE holders is less clear. The announcement does not describe how fees from a regulated U.S. market would flow back to Hyperliquid or its token.

The bullish view: a major U.S. exchange group is building on public blockchain infrastructure, a regulated on-ramp could bring U.S. retail volume to markets built on Hyperliquid, and a second operator has now chosen it.

The skeptical view: approvals, leverage limits and identity checks could take time and shrink the opportunity, the economics for the token are undefined, and the biggest winner may be ICE rather than Hyperliquid.

What to watch

Any CFTC filing or approval, disclosure of ICE's stake, the fee arrangement between the regulated venue and Hyperliquid, the Payward and Bitnomial timeline, and Hyperliquid's team token unlock on Nov. 6.
