More Than Ten States Have Paused or Killed Data Center Tax Breaks.
Ohio's sales-tax exemption for data center equipment reached more than $1.5 billion last year. That is ten times the original state estimate. Governor DeWine paused new applications in May after the scale was reported. Some legislators now want to repeal the exemption and renegotiate deals with Amazon (AMZN), Meta (META), and Alphabet (GOOGL) that were signed for decades.
New Jersey approved a half-billion-dollar credit in 2024 on a unanimous Senate vote. It canceled the remaining $250 million last month, 35 to 4. Virginia kept its equipment exemption but taxed the electricity operators consume. More than 35 states offer these breaks. More than 10 have now paused or reversed them.
What the Math Looks Like for Operators

Industry advisers say Indiana, West Virginia, and Wyoming have kept favorable regimes. Whether projects actually migrate is the open question. Site selection takes years. The tax savings already factored into project economics cannot be quickly relocated.

Project Braid, the $5 billion venture to rent Google AI chips starting in 2027, has hit delays at multiple sites. Executives involved now assume a 50 percent chance of a project hitting its delivery date. Three years ago the assumption was 90 percent.
Google scrapped a plan for one developer in Wyoming after losing confidence in delivery. It took the project over and is reapplying for permits. Another site lacked the right transformers. McKinsey reports transformer wait times of nearly a year. JPMorgan found in May that more than 60 percent of 2027 capacity has not yet broken ground.
Why 2027 Is Already at Risk
Transformer lead times approach a year. That is longer than most financing structures assumed. The venture has 29 potential sites and is scouting more. Options do not deliver power. Mid-2027 is when all of this either clears or does not.
Capacity Sold Before It Exists
Anthropic signed $45 billion with Nscale. Other labs have similar commitments with neoclouds. Those contracts assume 2027 delivery. The delivery assumption is now a coin flip.

Both Ends Reprice Next Week
FOMC decides September 16. BOJ decides September 18. One-year JGBs yield roughly 250 basis points less than comparable U.S. rates. The 2024 yen unwind gained 13 percent in two months. September's move is under 6 percent so far. There is room between here and a 2024-style event, but less than a month ago.

Three U.S. Agencies Named Six Chinese Firms for Industrial-Scale Distillation.
The NSA, FBI, and CISA issued a joint statement naming DeepSeek, Moonshot AI, Alibaba (BABA), MiniMax, StepFun, and Z.AI. The agencies said these firms have been extracting proprietary knowledge from U.S. models at an industrial scale since at least 2024. They said the activity likely has Chinese government backing.
The statement details which U.S. systems each company distilled and for what purpose. It advises U.S. developers to alter responses to suspected distillation attempts and share intelligence with each other.
The distillation price advantage is not hypothetical. Kimi K3 and DeepSeek models are among the drivers pushing the token price index to 97 cents, its record low. If their cost advantage partly comes from not paying to train, the margin compression squeezing U.S. labs is a policy question, not just a competitive one.
From Advisory to Enforcement
