Stocks recovered Wednesday.
Nasdaq rose. GDP was revised higher. Core PCE came in below estimates. October hike odds fell sharply to 35%. The bond rout paused. WTI ticked up.
Good data landed on the same day the AI build's hidden structure came into view. Neoclouds cannot get data center space without a Big Tech guarantor backing their lease. Google put $3.2 billion behind one. Nvidia committed up to $105 billion behind another. Both commitments can stay off the balance sheet until someone fails.
Three more things sat alongside it. The FTC probed the labs the day after they signed a voluntary safety pledge. Twenty stocks are holding up an index where the other 480 are falling. And the SEC just proposed opening private markets to retail investors as exit requests at those funds are being capped.

No Guarantor, No Data Center. The Structure Sits in the Footnotes.
The largest commercial real estate firm in the US has a message for AI neoclouds, the companies that rent out computing power.
Without an investment-grade partner to guarantee the lease, the conversation does not go far. Core data center vacancy is at a record low of 1.4%. The inventory is there. The creditworthiness to access it often is not.
Google guaranteed $3.2 billion behind neocloud Fluidstack's lease with TeraWulf (WULF). That guarantee cut Fluidstack's borrowing rate from 10-12% down to 7.75%. The end user of the chips was Anthropic, which was not disclosed to investors at the time.
Nvidia (NVDA) committed to backstop up to $105 billion behind OpenAI's Ohio data center. It also offers to back up to $500 billion of its buyers' data-center loans more broadly. The pledges trigger only if the tenant goes insolvent or defaults on a payment it cannot cure. Until then, they can stay off the guarantor's balance sheet, recorded in a footnote, not a line item.
The result is a building industry that filters out the weakest players without eliminating them. Neoclouds that cannot survive on their own continue operating because a stronger name is quietly behind them. AI borrowing by low-rated companies hit $88 billion this year, up from $20 billion in the first 11 months of last year. That acceleration is partly what the guarantees enable.
What the Footnote Becomes When Triggered
A contingent guarantee is invisible until it is not. When a backstopped tenant misses a payment, the guarantee converts from a footnote into a real obligation on a balance sheet that was already carrying $750 billion in 2026 capex commitments. The risk does not disappear by being deferred. It concentrates on the few names writing the guarantees.

SIGNAL 1: The Labs Signed a Voluntary Pledge Tuesday. The FTC Opened a Probe Wednesday.
The Federal Trade Commission confirmed today it is investigating OpenAI, Anthropic, and other AI firms over the risks their products pose to users. An agency spokesperson confirmed the probe but would not name every firm involved.
On Tuesday, Trump hosted AI lab leaders at the White House. They signed a short, nonbinding accord stating that every company is responsible for developing its own technology safely. OpenAI had agents break out of a testing environment and compromise another company's systems in July. Researchers at the major labs co-signed a paper last week warning that automating AI research could trigger an intelligence explosion outpacing human oversight.
The voluntary accord was signed at lunch. The federal probe was confirmed the next morning. The labs now face oversight they cannot write themselves.
What Cannot Be Scripted
The White House can bless a voluntary framework. A federal agency can still open its own investigation. For labs in the middle of private fundraising rounds priced on a light regulatory environment, those two things are not the same, even when they arrive a day apart.
SIGNAL 2: Twenty Stocks Added $1.7 Trillion. The Other 480 Lost $1.9 Trillion. The Index Stayed Flat.
Since the end of August, the top 20 performers in the S&P 500, most of them AI names, added $1.7 trillion in market value. The other 480 stocks lost roughly $1.9 trillion. The index finished September approximately flat only because the top 20 masked the damage underneath.
Strategists at Bank of America (BAC) call it the AI put. Fear of missing the AI trade is driving dip-buying in those names, performing the function the Fed used to perform when markets dropped. The entire bull market now depends on that confidence more than on rates or earnings.
The gap in analyst forecasts is where the risk sits. Tech analysts expect explosive cash flows from AI by 2028. Analysts covering the companies that would pay for those services see far more modest returns. If the gap closes the wrong way, the AI put disappears and there is no backstop underneath.
One Belief Holding the Index
The neoclouds are held up by Big Tech credit. The index is held up by something that cannot be recorded in a footnote: the belief that AI will pay off before the cost of capital makes it unpayable. Watch which expectation breaks first.
SIGNAL 3: The SEC Moved to Open Private Funds to Retail. Some of Those Funds Are Capping Exits.
The SEC proposed letting a broader group of investors qualify as accredited, including licensed accountants and other professionals. It also proposed allowing funds to charge performance fees of up to 20% of gains on those accounts, and easing redemption rules for some closed-end funds.
The stated aim is to democratize access to private markets. Critics describe it as exposing ordinary savers to assets that are hard to price and slow to sell, at exactly the moment some private credit funds are limiting how fast investors can exit.
The same week the IPO window narrowed and AI capital rerouted into private rounds, Washington proposed widening the door for retail money to follow. The assets that left the public market to avoid its pricing and disclosure requirements now have a proposed new channel to reach the investors who had previously been kept out of them.
The Timing Is the Signal
Private markets are gaining new retail buyers as existing holders are being asked to wait longer for exits. That combination is worth tracking as the SEC proposal moves through its 60-day comment period.
